The Kansas City Board of Parks and Recreation Commissioners has approved a plan to protect Penn Valley Park from encroachment by private developers.
The plan also calls for improving access and security, improving the quality of the lake on the west side and possibly realigning some internal roadways. Park planning manager Richard Coleman estimated the cost at $4 million to $5 million. No source for the money has been identified.
