Jersey Town Takes Lead in Homeland Security for Critical Infrastructure Facilities
PERTH AMBOY, N.J., -- Mayor Joseph Vas is pleased to announce that the City of Perth Amboy has formed a unique public-private partnership together with critical infrastructure facilities in Perth Amboy to create the Perth Amboy Homeland Security Critical Infrastructure Facilities Pilot Program. The pilot program will begin today, October 18, 2005 and interconnect the facilities of Kinder Morgan, Chemtura, Chevron Corporation, Gerdau Ameristeel, and Raritan Bay Medical Center along with the city's fire and police departments.
The pilot program will utilize GTBM's Info-Corp software to link facilities' security personnel with one centralized command and control system to provide linkage between the private sector and the public emergency response community by proactively addressing terrorists as well as any other event requiring an intergraded and coordinated response. The Info-Corp software will also link the facilities thru the Perth Amboy Police Department to other federal, state, and local databases to check persons before they gain entry to the facilities.
Mayor Vas announced the Perth Amboy Homeland Security Critical Infrastructure Facilities Pilot Program today at a 10:00 a.m. press conference along with, GTBM, Inc. CEO Richard Picolli, Assemblyman Fredrick Scalera, Assemblywoman Joan M. Quigley, Middlesex County Emergency Management Coordinator Rory Zach, and Kinder Morgan Terminals Northeast Regional Vice President Frank Marrocco.
"Utilizing the recommendations of the Federal 9-11 Commission's Report and the directives of the U.S. Department of Homeland Security we were able to create the Homeland Security Infrastructure Facilities Pilot Program which will provide a seamless, fully integrated emergency response system for critical infrastructure facilities at risk for terrorist attacks," stated Mayor Joseph Vas. "The pilot program will provide critical infrastructure facilities with access to over 330 agencies in New Jersey as well as over 500 police departments in 14 states nationwide together with various federal agencies. I believe that this program will ultimately help to keep our industries protected and our residents safe."
The Homeland Security Infrastructure Facilities Pilot Program will begin October 18, 2005 and continue for a 90-day period. Each participant will receive the Info-Corp software, software technical support, and one card scanner at no cost. After the initial pilot program is complete the participants will continue to have access to the program, at no additional cost, with no cut off date.
The Pilot Program will also be integrated into the Perth Amboy Police Department's existing centralized computer dispatch system, which connects to GTBM's Info-Cop software. Info-Cop, another GTBM software product, provides multi-agency interoperable mobile NCIC software connections and links to nationwide information sharing and data bases to assist police officers and critical infrastructure facilities to enhance security and response.
Security personnel are able to query the system by entering either vehicle data or personal information into a desktop computer, mobile laptop, or PDA. Data accepted will include; name, sex, eye color, weight, partial license plate information and vehicle color, make or model. Any wanted felon, stolen vehicle, or terrorist watch list "hits" will be directed to the Perth Amboy Police Department for an instant response. In addition, the program will provide for the linkage between each facility and emergency responders allowing for emergency operating plans to be communicated on demand to each responding unit.
